2020年2月6日，日本、欧洲等六家中央银行和国际清算银行宣布将于4月中旬举行首次会议，讨论如何开发自己的数字货币，以替代Facebook的Libra或数字人民币。
在今年1月23日，加拿大、英国、日本、欧盟、瑞典和瑞士六家中央银行宣布，将合作进行数字货币研究。同时，六家银行与国际清算银行（BIS）成立了一个小组共同研究央行数字货币，它们将研究央行数字货币在各自辖区内潜在的应用场景，共享关于CBDC技术性课题的知识和经验。
新成立的机构叫做“评估央行数字货币利用可能性小组”。美国联邦储备委员会和中国人民银行并未加入新机构。新机构目前计划以固定成员方式展开活动，这样做也是希望刺激一下对央行数字货币持谨慎态度的美联储。
此外，日本银行和欧洲央行正对数字货币的基础技术“分布式账本（区块链）”进行合作研究，英格兰银行与加拿大银行则在合作进行跨境央行数字货币的研究。这些央行认为，借此累积起来的知识和经验应该得到更深入的共享。
具体来说，除了研究与央行数字货币相比现存支付系统的优越性之外，针对是否对央行数字货币设置利息以及采取什么方式等问题，新机构将拿出研究结果。央行数字货币与纸币不同，什么时候、什么人、在什么地方使用了央行数字货币等相关信息可以被全面掌握。
但是，如何处理个人信息的保密问题、怎样保持与反洗钱对策的平衡，这些都将成为讨论的焦点。抵御网络攻击也是需要共同研究的课题。
报道称，该工作组计划于6月份发布中期报告，并在秋季发布最终报告。
不过，最新消息显示，相比于过去，美联储对于发行央行数字货币的可能性更加开放了。
2月6日，根据美国联邦储蓄委员会理事莱尔布雷纳德（Lael Brainard）透露，他们正在研究围绕数字支付和货币设计和法律方面的问题，包括有关可能发行“自己的数字货币”的政策。
目前全球许多中央银行已开始研究、试点并积极探索包括央行数字货币在内的各种形式的数字货币。
欧洲中央银行行长克里斯汀·拉加德此前表示支持欧洲央行在发展央行数字货币方面的努力。拉加德说，目前迫切需要快速且低成本的支付方式，欧洲央行应该发挥领导作用，而不是墨守成规。
