原标题：央行数字货币DCEP最新进展！ 菜鸟驿站、星巴克、麦当劳等受邀参加测试 来源：支付要闻
昨日，据互链脉搏报道，4月22日雄安新区召开了法定数字人民币（DCEP）试点推介会。受邀名单参与研究数字货币的机构，包括工农中建在雄安的分行以及蚂蚁金服和腾讯的相关负责人。
比较特别的是此次受邀测试名单还包括19家央行DCEP要落地的应用试点单位。具体名单包括：中海SPV、金丰餐饮、健坤餐饮、凯骊酒店、奥斯卡影城、麦当劳、星巴克、赛百味、金百禾、菜鸟驿站、银联无人超市、京东无人超市、维莱可烘焙、昆仑好客便利店、庆丰包子铺、中体倍力、中信书店、桃李阁、新时期无人车等19家单位。参与测试单位里面吃喝玩乐以及零售、快递、出行等行业皆有涉及，测试的应用场景丰富多样。同时也意味着央行数字货币DCEP测试开始提速。
同时又有消息称，从本月开始，深圳、雄安、成都、苏州的部分机关和事业单位的工资、补贴（部分）将通过数字货币DCEP形式发放。
4月14日晚间，一张央行数字货币在农行账户内测的照片在网络流传开，从网上流出的农行数字货币钱包截图看，其显示的主要功能与银行电子账户日常支付与管理功能基本相似，如农行数字货币钱包首页中，有“扫码支付”、“汇款”、“收付款”、“碰一碰”四大常用功能。
4月17日，央行数字货币研究所在回应最近DCEP传闻时表示，当前网传DCEP信息为技术研发过程中的测试内容，并不意味着数字人民币正式落地发行。目前数字人民币研发工作正在稳妥推进，数字人民币体系在坚持双层运营、M0替代、可控匿名的前提下，基本完成顶层设计、标准制定、功能研发、联调测试等工作，并遵循稳步、安全、可控、创新、实用原则。
实际上在2020年第一季度金融数据发布会上，相关新闻发言人就表示，关于数字货币，央行将按照计划有序推进。数字货币将先行在深圳、苏州、雄安新区、成都及未来的冬奥场景进行内部封闭试点测试。
央银行自2014年开始研究法定数字货币，至今已有6年的时间。2016年，央行成立了数字货币研究所，2017年末，经国务院批准，人民银行组织部分实力雄厚的商业银行和有关机构共同开展数字人民币体系（DC/EP）的研发。
法定数字人民币（DCEP）就是人民币电子版，属于央行负债，具有国家信用，与法定货币等值，英文简称“DC/EP”。DCEP具有法偿性，可用于小额、零售、高频的业务场景，相比于纸币没有任何差别。同时数字货币不需要绑定任何银行账户，也不存在超发，将等价替换流通中的货币，不会引发通胀。
定位上，DCEP是M0替代（纸钞和硬币），而不是M1（M0+活期存款）、M2（M1+定期存款）。与现金支付最大的不同是DC/EP不记名，只追踪使用者资金的流向，记录是透明的。
早前法定数字人民币（DCEP）研究所相关负责人介绍，法定数字人民币（DCEP）体系在坚持双层运营、流通中货币（M0）替代、可控匿名的前提下，基本完成顶层设计、标准制定、功能研发、联调测试等工作，并遵循稳步、安全、可控、创新、实用的原则。
不过相关负责人也强调当前网传DC/EP信息为技术研发过程中的测试内容，并不意味着法定数字人民币（DCEP）正式落地发行。法定数字人民币（DCEP）目前的封闭测试不会影响上市机构商业运行，也不会对测试环境之外的人民币发行流通体系、金融市场和社会经济带来影响。
虽然法定数字人民币（DCEP）是人民币电子版，但是它和支付宝、微信支付还是有很大的区别。
首先，法定数字人民币（DCEP）替代M0，其功能和属性与纸币相似，只不过形态是数字化的。而支付宝、微信支付等第三方互联网支付，走的是商业银行存款货币结算，属于M1和M2级别的数字化，不具有M0级别法律效力，更不可能取代M0。
其次，法定数字人民币（DCEP）的优势是可实现双离线支付，只要设备有电就可以支付。同时与终端设备绑定后，能完成取现、支付和存储数字货币等基本操作。但是支付宝、微信等第三方支付需要电和网络，即便已有的离线功能也只是单离线，在商家与用户的支付中，商家必须在线才能完成支付。
第三，法定数字人民币（DCEP）具有法偿性和匿名性，且可以追踪，而第三方支付皆不具备这方面的功能。同时央行数字货币并不是我们银行卡里的一串数字，它像纸币一样，有面额、有数量、能分开。关键是法定数字人民币（DCEP）不需要绑定任何银行账户，在这点上优越性上强于微信支付宝。而微信支付宝只是一个第三方支付平台，依赖于银行结算。
不难想象，法定数字人民币（DCEP）一旦普及，将会替代大量的银行卡，部分取代银行账号系统由一个统一的电子钱包来承载其功能。生活中将真正实现一部手机走天下，出门再也不用带银行卡。
对于一些违法犯罪活动也将带来毁灭性的打击，比如洗钱、非法交易都将被追踪而无处藏匿。法定数字人民币（DCEP）的可追踪让每个人的资金账户都归集在央行，全面现金电子化，就可以记录每一笔交易，限制非法行为。
最后是有利于宏观经济调控以及应对重大突发事件。长期来看利率走低是大的趋势。一旦现金被电子化的人民银行货币完全替代，负利率就完全有可能，给央行的货币政策带来更大的操作空间和想象性。
除此以外，在重大突发事件当中下如天灾、地震、爆发疫情等没有网络或者不方便使用现金的情况，仍然可以利用法定数字人民币（DCEP）来支付。具体场景中，只要手机上有DC/EP的数字钱包，不需要网络，只要两个手机碰一碰，就能实现转账功能。
